| Grievance Time | ||||||||||
| CUPW: Shop Stewards and employees are being denied grievance time. | ||||||||||
| CPC: Agree that grievance time should be granted that day or at the latest at the start of the next shift. Will follow up with Supervisors and Superintendents to ensure that the collective agreement is respected. | ||||||||||

| Feb 12 - Ongoing | ||||||||||
| July 30/10 - A significant backlog of grievances exists at Depot 3 (200 plus). There are also concerns with how grievance time in general is being handled across the city. Grievance time is not being covered off when relief is available. Overtime is not being paid for extra time associated with the investigations. Complaints are being raised prior to grievances being filed, but no action is taken. CPC - management will reiterate expectation across the depots re: grievance time being accommodated - when grievance time is requested coverage will be supplied if available; if no coverage 15.08 will be applied to any additional time required over route evaluation; extended grievance time will be covered via 17.04 as required. The backlog in Depot 3 will be investigated and addressed. | ||||||||||
| Sept. 20/10 - CUPW advised that the issue is not limited to Depot 3. CPC - the expected process was communicated to all facilities. Review of expectations will continue. | ||||||||||
| Nov. 15/10 - CPC - Process related to grievance time requests has been reiterated to superintendents as per July 30/10. CUPW - What is the stance regarding the backlog at Depot 3? CPC - the national position is that we are not required to provide relief to address a grievance backlog issue. We will ensure that we are abiding by the C.A. Art. 9 for any daily grievance time requests. CUPW - there have still been instances at Depot 3/5 where time has been requested and not granted. CPC - The process will be discussed with the facilities once again. | ||||||||||

| LCD3 Black Book | ||||||||||
| CUPW � There are multiple issue that remain unresolved. Union is concerned that the issues are not being resolved fast enough. | ||||||||||
| CPC: Will have an extra supervisor to update cases and problems this week and next week. Will prioritize any urgent issues brought to our attention by the Union. | ||||||||||

| Heavy Parcels | ||||||||||
| CUPW raised a concern that MMs are being asked to request customers to assist them with oversized or over weight parcels upon delivery. CPC - management will review and respond. | ||||||||||
| Sept. 20/10 - Ongoing. | ||||||||||
| Nov. 15/10 - CPC - If no relief available, customer will be called to assist when MM arrives for delivery. Should customer not be available, item will be carded. CUPW - this is not consistent with past practice. Overweight items were directed to Transportation for delivery, by two individuals. Further, there are security issues as well with customers potentially entering CPC vehicles and safety issues for MSCs having to move overweight items to RPOs. Also, concern re: potential WSIB ramifications should an employee be injured while lifting with a customer. CPC - This item has been raised with Transportation - will review and respond. | ||||||||||
| May 19/11 - CPC - Steps being followed to handle overweight items: Use of a cart by the delivery person; contacting th receiver in the morning to determine availability to assist with the item - if not available, the item is carded; RPO employees asked to help offload carded overweight items from the vehicle when dropped off; some customers are selecting to come to the depot to pick-up the item rather than the RPO; If the worker at the RPO cannot physically assist with the item, a second individual has been sent to assist. CUPW - The Union considers engaging customers and RPO employees to perform CUPW work, contracting out. When instructing employees to card items, ultimately one CUPW members must perform the transport to the RPO. How is this done? CPC - communication should be done with Transportation by a supervisor advising that an overweight item is at the facility so arrangements can be made to transport it safely. CUPW - we should be going back to the old system where overweight items are pulled out at PDSL and forwarded to Trans for delivery. CPC - will investigate suggestion. | ||||||||||
| Annual Leave 2011 | ||||||||||
| Annual Leave 2011 - Consultation will need to occur so that a process for the bidding is defined prior to the new schedule being rolled out. Ideally the process should be defined prior to the end of October. | ||||||||||
| Nov. 15/10 - CPC - Annual leave entitlement packages were presented. There will be a 53 week year utilized for 2011/12, which will be consulted on at the national level for group 2 on Nov. 18/10. A further local consultation will occur once the national meeting has occurred. | ||||||||||
| Jan. 13/11 - CUPW - Proper scheduling of vacation bidding in Depot 3 is not being followed. Unassigned LCs are being allowed to bid in facilities that they were not assigned to on Dec. 6/10. This is contrary to previous agreement in Consultation. CPC - will investigate. | ||||||||||

| Late Bags | ||||||||||
| Question raised regarding the process used to allot time associated with late bag delivery. Are the late bags being offered up as a portion under 17.04, or "by the bag"? Management will review and respond. | ||||||||||
| Nov. 15/10 - CPC - All depots confirm a consistent process that the late bags are offered under Art 17.04, but the time associated with the bags is determined after reviewing the number of bags, locations, etc. and discussing with the driver. CUPW - Will advise on whether opportunities will go up for any time elements not equating 1.75 hours. | ||||||||||

| Depot 3 Departure Time | ||||||||||
| On a regular and consistent basis MM drivers are being held back past their normal departure time. Management will review and respond. | ||||||||||

| Jan. 13/11 - CUPW - The departure time is 09:30. MM drivers are being held back to wait for late route sortation, after the main LC group has departed. CPC - will review and respond. | ||||||||||

| Depot 4 Over assessments | ||||||||||
| CUPW - Route 451 PT, is evaluated at 491 minutes. Ees working on this route are only being paid at time worked, yet the route is over assessed, even for a FT route. Members should be paid as per FT status. | ||||||||||
| Jan. 13/11 - Route 451 has now been converted to full time. Staffing processes are moving forward. CUPW - we believe 451 and 453 went through a minor restructure in Sept. 2010, which resulted in an increase of F/T routes and a reduction of P/T routes. Therefore Art 47.21 will determine staffing. As soon as route 451 was made F/T, the P/T LCs in the city should have been canvassed at that time to see who would have gone F/T. The resulting vacant P/T position should it occur, will be staffed under Art 13. Over assessment should be paid to whoever delivered rte 451 from the day the LDUs were moved over. The F/T rte 451 assignment will be bid within Depot 4, to F/T LCs who were present in the depot when the LDUs were moved. The resultant vacancy will be bid city wide. CPC - will review timelines and respond. | ||||||||||

| Bag Call - Depot 3 | ||||||||||
| CPC - Depot 3 does not currently have a bag call in place. A plan will be worked on to introduce the structure into the facility, consistent with all depots in London. CPC - will advise on timeline. CUPW - there is nothing in the contract or LCRMS that requires a bag call. Therefore, it is a non-issue for us. | ||||||||||

| Annual Leave Relinquishing/Posting | ||||||||||
| CUPW - A situation has occurred where a relinquished week of annual leave was not posted in the facility for bidding. This occurred at Depot 5. The week was the week beginning Dec. 26th. CPC - will investigate and reaffirm processes for posting. CUPW - should a week be given up on a Friday, how will it be bid? Will it be bid on Monday morning? CPC - will review and respond. | ||||||||||
| May 19/11 - CUPW - some issues remain in the depots. Supervisory knowledge of the process may be an issue. CPC - will continue to follow-up on the training element. Request that if anything becomes an issue to raise it to Manager for action. | ||||||||||
| 1481 Limberlost Rd - LCD 4 | ||||||||||
| CUPW - The Housing Authority for the townhouse complex in the area has approached indicating they would like CMBs installed, to address the ongoing H&S issues with ice/icicle problems. CPC - Not aware of communication with the Housing Authority or potential requests. Will investigate. | ||||||||||
| May 19/11 - CPC - No movement forward on this issue with a CMB installation. This was never the intent. The customer was advised that introducing an LBA could be a resolve, but ultimately the customer bears the responsibility to provide a safe delivery environment. CUPW - will continue to raise safety concerns as they arise. Closed. | ||||||||||
| Compulsory Overtime | ||||||||||
| CUPW - we do no believe every effort is being utilized to reduce the requirement for compulsory overtime. CPC - will investigate and respond. | ||||||||||
| May 19/11 - CPC - We are making every effort to reduce compulsory overtime in the city. This is consider a last resort. CUPW - CPC should be backfilling any Relief LCs locked into long term assignments. CPC - other potential options will be reviewed. | ||||||||||
| Edit Books | ||||||||||
| CUPW - it is our belief that CPC is not following the Edit Book process. Issues are being reported from all depots. LCs are reporting that Edit Books are not being updated as per the process. Edit Books are not being returned for weeks on end. CPC - please provide specifics within facilities so that follow-up can occur. | ||||||||||
| May 19/11 - CPC - Edit Book management has been discussed with and communicated to all offices. The expectation is that Edit Book updating occurs in all offices in a timely manner. CUPW - If the Edit Books are not up to date, this has a direct impact on percentage of coverage during restructures. Feedback from the LCs is still that updates are not being completed. | ||||||||||
| RSMC OCRE Assignments (from Feb. 7/11 minutes) | ||||||||||
| CPC - Question whether there would be agreement to have the RSMC On Call Relief (OCRE) positions align on a city wide list, rather than by depot, as in the current state. There are currently 4 positions filled, out of 5 positions. CUPW - What would that mean in terms of the RSMC annual leave? Would 5 columns be maintained to reflect the number of OCREs available? Or would the formula be used to calculate the number of weeks, then columns? CPC - Will review other areas of CPC and respond. CUPW - Will the OCREs select relief assignment based on seniority? CPC - Yes, by seniority. CPC - When the time comes to initiate the new OCRE structure, the OCREs will be advised in writing of what is occurring and how the process will work for them, bidding on potential relief assignments. | ||||||||||
| CUPW - Who is taking care of the staffing? CPC - Staffing Officer is co-ordinating the use of OCREs at this time, and will remain in future. CUPW - Will the OCREs have the option to lock in to a long term assignment, if the situation should arise? CPC - Yes. CPC - If locked in, right to bid on open vacation periods is relinquished during that period? CUPW - Yes. Operates similar to current Urban CUPW agreement. CUPW - Should the number of annual leave columns for RSMCs be reduced, our position will be reconsidered. CUPW - Will OCREs relieving vacation retain the opportunity to bid on a long term absence if applicable? CPC - Will review and respond. CUPW - Suggestion that for those scenarios the senior OCRE should have the ability to "bump" a junior OCRE from a long term assignment, once the vacation assignment is complete. CPC - For staffing of any other absence types (e.g. short term illness, vacancy, etc.) the principles of seniority will apply. | ||||||||||

| Route 51 Depot 4 (from Feb. 7/11 minutes) | ||||||||||
| CPC - The date relative to route 51 adding LDUs for delivery was confirmed to be September 28/10. As a result, the F/T LCs in LCD 4 on staff at this date will be provided the opportunity to bid on rte 451. The most senior P/T at that date will be promoted to F/T. This P/T has been determined. An error occurred in promoting a P/T in December/10 to F/T status, in conjunction with the 451 process. A review of this error is being completed to determine next steps. CUPW - Will await result of review process. | ||||||||||
| May 19/11 - CPC - All staffing elements have been completed. Agreement for CUPW to sit down with Denise Badgely to review outstanding issues and employees who may require compensation reviews. | ||||||||||
| LC PDT Roll-Out and Segregation of Duties (from March 10/11 minutes) | ||||||||||
| Information was presented by Mr. Darvishvand regarding the LC PDT Roll-Out will occur in London in 2011. All LCs will carry a PDT as part of this project. Segregation of duties relates to an added scan by the clerks in the depots for all scannable items that are received in each facility. The LCs will then verify the items scanned to their routes by the clerks and create the OFD scan. For London, PDT roll-out will begin with LCD 3 in September, and end with Depot 1 in October. CUPW - Not aware of this project or whether it has been presented at the Regional level. Requests a copy of the presentations. CPC - Will provide. | ||||||||||

| Depot Turnaround Process (from March 10/11 minutes) | ||||||||||
| CPC - Plan in place to eliminate the current T/A process effective March 14th. The only exception will be LCD 4 who will still send someone to the plant to pick-up any residue items so the Volume Count currently underway is not impacted. Depots will follow CMS procedures in future to handle any misorted items - scanning, back to LMPP for distribution, etc. CUPW - Can the implementation be delayed for one week so that any misorted items for LCD 4 to other depots are still captured for the Volume Count? CPC - Plan to implement as per above, but will review the request and advise. CUPW - What is the plan for the product arriving on the late service to LMPP? CPC - the LMPP is working on the processing of those items. | ||||||||||
| May 19/11 - CPC - Week beginning June 1st is the effective date for the T/A process to cease. CUPW - How is the misdirected mail going to be handled? CPC - Any misorted items will be transported back to the LMPP via the shuttle network. CUPW - this has a negative impact to the customer. CPC - the intent is to resolve the misort issues from the root perspective in the plant so the issue does not exist in future. Closed. | ||||||||||
| Depot 6 Restructure Position Reduction (from March 10/11 minutes) | ||||||||||
| Depot 6 will be reducing the number of routes by 4.5 in the current restructure exercise. CUPW - Article 47.19 would apply. Any affected LCs would use their seniority to displace those junior in the post office if applicable. Should a vacancy exist under Article 13, those affected as per the above would be temporarily assigned to those vacancies. | ||||||||||

| Depot 3 - Walk 367 (from March 10/11 minutes) | ||||||||||
| A safety issue was raised related to a walk 367 which is a foot route, where snow piling up prevented delivery to various POC on Southdale Road. In order to address the issue, a CMB has been installed where the LC delivers the product for the affected POCs. The city has indicated that sidewalks will be installed at some point in 2012. CPC is requesting to flip the a.m. and p.m. portions associated with this change. CUPW - Do not agree with the proposal. Preference would be for the area to be placed back with a MM where the area resided originally. Will CPC guarantee that if a sidewalk is installed in 2012 the area will resume door to door delivery? CPC - Will investigate other similar issues in other locations and respond. | ||||||||||
| May 19/11 - CPC - Confirm that when the area has a sidewalk installed, the delivery will revert back to door to door. Seasonal delivery is now in place where delivery door to door will from May 1 until the end of October. For the remainder of the year delivery will be done at the CMB. Closed. | ||||||||||
| P/Ts - Scheduled Lunch (from March 10/11 minutes) | ||||||||||
| CUPW - P/Ts are currently being denied a scheduled lunch when working for more than 6 hours of time. This is occurring in Depot 1 recently. CPC - Will review issue with Depot Supt. and advise. | ||||||||||
| May 19/11 - CPC - P/Ts should be scheduled for a lunch if they will be working more than 6 hours. CUPW - The Depot 1 issue has been resolved. April 26, 2011 CPC: PC shift #1 will be changed to 00:00-08:00 Monday to Thursday and will stay 23:00 to 07:00 on Sunday. This will be to ensure the late mail is processed (N525 & L006 arriving at 07:15) by 08:00. This mail will then be put onto the shuttle network to be conveyed to the Depots (see below). CUPW: Concerned that the dispatch will not be met at 04:45 (LAF/DCF). Suggest a 23:30 start M-F. Will CPC be putting all PC shift #1 clerks and PO-05 that will be setting up the section onto the PDSL/PC shift #1 overtime sheets? CPC: will review and respond
CUPW: CPC has no staff in the PDSL section scheduled to work between 10:00 and 11:00 however there are MSC trucks scheduled to depart up to 10:30. Also believe CPC is utilising PT employees to do full time work. Suggest the addition of one full time employee to 23:00 � 07:00 PDSL shift and move one full time employee from 03:00-11:00 to 23:00-07:00. As well as start the one PT employee at 23:00 to 03:00 to address the known absences. Then the remaining three FT employees would start at 03:00-11:00. Schedule the remaining PT at 06:00-10:00. CPC: Will review and respond by next week (May 1 to May 7).

| Nov. 15/10 - CPC - All depots confirm a consistent process that the late bags are offered under Art 17.04, but the time associated with the bags is determined after reviewing the number of bags, locations, etc. and discussing with the driver. | Depot 4 Overassessments | ||||||||||||
| CUPW - Route 451 PT, is evaluated at 491 minutes. Ees working on this route are only being paid at time worked, yet the route is overassessed, even for a FT route. Members should be paid as per FT status. | ||||||||||||
| Jan. 13/11 - Route 451 has now been converted to full time. Staffing processes are moving forward. CUPW - we believe 451 and 453 went through a minor restructure in Sept. 2010, which resulted in an increase of F/T routes and a reduction of P/T routes. Therefore Art 47.21 will determine staffing. As soon as route 451 was made F/T, the P/T LCs in the city should have been canvassed at that time to see who would have gone F/T. The resulting vacant P/T position should it occur, will be staffed under Art 13. Overassessment should be paid to whoever delivered rte 451 from the day the LDUs were moved over. The F/T rte 451 assignment will be bid within Depot 4, to F/T LCs who were present in the depot when the LDUs were moved. The resultant vacancy will be bid city wide. | CUPW - The present practice is that specific portions for ther house holders must be delivered across a three day window. The union proposes that a less structured approach is used whereby the LC may deliver the householders as they see fit, across the 3 day window. | CUPW - What is the present policy regarding VOPs? A two tired system has been created with those ees that can accept OT based on having a VOP and those that cannot, because they no longer have one. | Jan. 13/11 - CPC - VOPs that were revoked were returned to those employees in December. Practice for VOP renewal has not changed. VOP renewal will be based on job requirements. Closed. | ||||||||||||

| CUPW - The header model does not meet the Art. 36.12 expectations for sequencing. CPC - Management will review and respond. CPC - It is not being implemented in London area. Closed. | ||||||||||||

| CPC - Depot 3 does not currently have a bag call in place. A plan will be worked on to introduce the structure into the facility, consistent with all depots in London. CPC - will advise on timeline. CUPW - there is nothing in the contract or LCRMS that requires a bag call. Therefore, it is a non-issue for us. | ||||||||||||

| Annual Leave Relinquishing/Posting | ||||||||||||
| CUPW - A situation has occurred where a relinquished week of annual leave was not posted in the facility for bidding. This occurred at Depot 5. The week was the week beginning Dec. 26th. CPC - will investigate and reaffirm processes for posting. CUPW - should a week be given up on a Friday, how will it be bid? Will it be bid on Monday morning? CPC - will review and respond. | ||||||||||||
| 1481 Limberlost Rd - LCD 4 | ||||||||||||
| CUPW - The Housing Authority for the townhouse complex in the area has approached indicating they would like CMBs installed, to address the ongoing H&S issues with ice/icycle problems. CPC - Not aware of communication with the Housing Authority or potential requests. Will investigate. | ||||||||||||
| Compulsory Overtime | ||||||||||||
| CUPW - we do no believe every effort is being utilized to reduce the requirement for compulsory overtime. CPC - will investigate and respond. | ||||||||||||
| Edit Books | ||||||||||||
| CUPW - it is our beliefe that CPC is not following the Edit Book process. Issues are being reported from all depots. LCs are reporting that Edit Books are not being updated as per the process. Edit Books are not being returned for weeks on end. CPC - please provide specifics within facilities so that follow-up can occur. | ||||||||||||

Minutes from previous consultation were reviewed to confirm all concerns have been addressed.
Parcels more than 3lbs should NOT be here �will be sent back to plant, Tony Hubley asked what would be done with O/S parcels when received at the depot. He discussed what the process was and advised that Gerry Crosby has not received any updates from the supervisors.
Tony Hubley asked about the A62 cases and if there would be any additional cases added to the depot. John Broad agreed to follow up with the RMO (Per Larsen) and respond to Tony by email.
Vancouver model for Headers; C.U.P.W.�s position is that this item has not been consulted on at national and is in violation of article 36.12 of the collective agreement. Najat Miri agreed to follow up on this item and advise on CPC�s position.
Tony, raised the issue of wheeling on Princess Ave and it was agreed that these distances would be verified.
Book 10�s � Tony raised an issue with the use of book 10�s. He stated that the unions position as per Gerry Deveaux is that if a letter carrier is allowed to use a book 10 then CPC must provide the appropriate values to the route for this purpose.
Tony Hubley made the recommendation that the next consultation be scheduled after the next quality review meeting. Steve McCallum agreed.
Next consultation will be scheduled after the restructuring of the routes as per the Restructure Log book.
