February 16th/11 CPC change Shift 2 PT communications from Tues - Thurs 10:00 – 18:00 to 08:00 – 16:00 Job rotation will stay the same lunches and breaks stagger from FT CUPW: concern of shift 3 being overburdened from 16:00 – 18:00 running machine mail and would like to know CPC plan to deal with short staff from 16:00 – 18:00 being created. CPC: implementation Feb. 22nd/11. CPC will review shift 3 staffing · August 4th, 2011 CPC: All items of staffing in the London MPP will be reviewed with CPC management on Friday August 19th then reviewed with local union on next consultation date September 6th, 2011 October 6th, 2011 Concern with lack of staffing on afternoons from 4:00 PM to 6:00 PM Tuesday to Thursday. CUPW: Refresher has been done for some employees, some did not CPC: continuing the refresher training · August 4th, 2011 CPC: We will start up refresher training again and complete the plant. Training rosters need to be copied to the local union and kept on file for quick access. October 6th, 2011 Look up training package. December 1, 2011 CPC will train as needed, new employees arriving in the plan. Until such a time as full refresher training can take place. |

Cross-Sectioning: |

CUPW: The CUPW recognizes that cross-sectioning is not recognized in the CA, but we feel that there needs to be parameters established on how it is done. CPC: Agree Both CUPW and MGT agree to meet at a later date to review and establish guidelines. CUPW- There has been complaints that seniority is being ignored and temp employees are being called in by knowledge. MGT- MGT will forward all casual call in lists for the last two months. CUPW- There is inadequate training in all sections and shifts in the plant for all PO4s. Possible questionnaire to employees asking if they need further training. MGT- Will review with H&S and Supt’s-i.e. training document requirements, etc. Forwarded to H&S J. Bailey and Kim Gould for follow up on May 24, 2011. · August 4th, 2011 CPC: Will look at orientation package for new employee’s, proper training. Time allowed for Union orientation and H&S orientation on first day of arrival. CPC: will send package from Pat Macdonald to union for review October 6th, 2011 Send orientation package to local union. Review and respond on suggestions to facilitate to new employees December 1st, 2011 Review package, Adam, Chris and Karen to update information and have ready for training new employee’s. Use of Temps on Days |

CUPW-Don’t understand why we are using so many temps on days. The mail needs to be process on Shift 1. MGT- Casuals are being used on days to bring down the volume from the DC10 arrivals Tues to Thurs. This reducing the incoming mail processing from Shift 3 and allows them to place resources on the originating mail. Placing casuals on shift 1 has not worked owing to the cut off and despatch times. Agreed Originating mail is still remaining for shift 2- 90% of the time. · August 4th, 2011 CPC: will look at all staffing and - why the need for temps on days. Will review and respond by next consultation. October 6th, 2011 CPC will stop using the casuals regularly on days effective October11th, 2011 December 1, 2011 CPC will continue to review staffing and make all attempts to stop the process of using casuals on days |

Equal Ops Lists |
|
CUPW- Two equal ops lists are missing. P05 call back and PC before shift. Need to establish a process to rectify this situation. MGT- Agreed. A process has to be put in place. Old ops lists must be filed and not kept with the new lists. MGT has also committed that CUPW will audit all the ops lists and the supervisors have been informed to co-operate and to ensure that their lists are up-to-date moving forward.

Notification of RTW meetings |

CUPW- The process for RTW is not being followed and members and CUPW reps are not being given notice. I.E. Member may be given short notice and CUPW is not informed to represent the member. MGT- Will review process and set guidelines to follow with Supts, OAC and WSIB/Manulife representatives, i.e. a checklist for an RTW to be completed before the meeting takes place? Forwarded to M. Kozak for review on May 24, 2011. · August 4th, 2011 CPC: The message will be sent out to all CPC management that the local union is to be involved and present at all return to work meetings. We will also try to get advanced notice of scheduling the meetings to the union and if possible scheduled days of the week. Sunday Shift #3 rotation schedule |

April 3, 2010-CUPW: Can there be a set rotation schedule as per the collective agreement for Sunday? Mgt: We will begin looking at this once the Mon - Thur schedule is completed. June 12 - This will be tabled shift #3 superintendent. Mgt: This schedule will be established at the same time that the Monday schedule is reviewed to account for the part time employees on their 8 hour days. Nov - ongoing. Jan - ongoing and follow up to be done with Adam Cousins. Mar - Adam to meet with Sharon to review draft of new schedule. May - ongoing. May 20, 2011 MGT to check with Adam Cousins to determine the status of the rotation schedules for staff on Sundays. Review to be completed by June 17, 2011 · August 4th, 2011 CPC: We will put in place a job rotation for Sundays October 6th, 2011 Rotation of duties reviewed with local union. Mgt: The schedule has been shared with Shift #1 superintendent, some adjustments have been made. Time will be scheduled with the CUPW to review. Nov - ongoing. Jan - RTO review is underway. Completion is expected in the first quarter. May 20, 2011. October 15, 2010-Mgt: A proposed profile for PDSL, Shift #1  Priority Courier was provided to the CUPW. CUPW: We will review and respond. Consultation will be held October 27th @ 22:00. Nov - Mgt: After discussing the change with some of the employees the decision was made to postpone any changes until the new calendar year. Jan - RTO review is underway. Sept 17, 2010-CUPW: You are constantly loaning employees into the section from all other sections. The employees being loaned in are a select few. If you are constantly loaning a position in then create another position in the section. We would like to request the rotation schedules from this section for the last sixty days. Mgt: This section will be reviewed as part of a Green Belt project. This will include staffing levels. Nov - ongoing. Jan - RTO review is underway. Completion is expected in the first quarter. May 20, 2011- This green belt project was not completed. Mgt to determine if borrowing is still ongoing into PC Shift # 1. 2 PT positions have been added since the initial date of the minutes. · August 4th, 2011 CPC: Staffing will be reviewed and adjusted to be consulted on October 6th, 2011 Shift # 1 and Shift # 3 do not have any relief positions. May 26, 2010-CUPW asked what the intent is for the 3 individuals that are loaned each day from Inside Distribution to the PDSL area and they are generally the same individuals. Mgmt responded that they are currently used to process late PC early in the a.m., then return back to their section in 1-2 hours. Mgmt advised that a new rotation schedule will be constructed for Inside Distribution to ensure that the rotation is fair for everyone. CUPW will review once complete. MMHE Job Hazard Analysis |
|
June 29, 2010-CUPW requested an update on the JHA for MMHE in the plant. The LJHSC is working on reviewing all driving elements of the MMHE in the plant. BT#2 on #1 shift was evaluated first. The activities associated with BT#2 will be used to evaluate the other assignments across the other shifts. Only elements that differ from BT#2 on other assignments will be specifically evaluated. The same process will be followed for forklifts. This is an ongoing exercise. May 20, 2011-MGT will assess the current status and respond. Sept 10. 2010-CPC brought forward a rotation for shift 2. CUPW requests more information in order to consider this a meaningful consultation and to have executive involved in the schedule. CPC agrees to not put rotation in place without executive input. May 20, 2011 MGT to review and update. Sept 10, 2010-CPC 6 PT positions created on shift 2 communications. Tues - Thurs 10:00 - 18:00 will report on Sept. 21st. This is when most work is available. CUPW want to know if Monday and Friday U or R day, position is there will be work on Friday and Monday. CPC and CUPW will further discuss U/R day on next scheduled consultation. May 20, 2011. CPC and CUPW agree the new PT assignments in communications will be in the September bid as per past practice September has been the last bid until January. May 20, 2011 bid was not done through past practice this year, but through a misunderstanding. The 6 positions work schedule times are 8/am to 4/pm. U days are Monday and Friday. R days are Sat and Sun. · August 4th, 2011 CPC will review and respond once hours on day shift are studied October 6th, 2011 Will review and respond at separate meeting on staffing. |

PC staffing shift 3 |

Sept 14, 2010-CPC will be staffing 2 PT positions in PC on shift 3 from 5-9 and evaluate further needs in November 2010 when HWY services may change. CUPW believe CPC should be staffing more positions as CPC is daily utilizing casual employees, and there is enough work to hire FT position. CPC does not know the need of the staffing requirement and will review in November. CPC will change FT lunches to 19:45 beginning on Sept. 15th. CUPW feel lunches should be closer to mid shift. May 20, 2011- CUPW still insists that PT positions should be FT due to constant borrowing in from other sections. MGT will ultimately finalize a review during the implementation of the 29B notice. · August 4th, 2011\ CPC will review staffing in all areas and will consult with local union October 6th, 2011 Will review and respond at separate meeting on staffing. November 3rd, 2011 Move two positions into the PC section from another section. |

October 6th, 2011 CPC- Parking at 951 Highbury. Limited amount of parking for special circumstances. Propose new process for parking restrictions. 1. Number all spaces 1 to ……. Actual numbers to be placed on spots 2. Create CPC parking passes to be displayed in vehicle 3. Create for review letter of standards of conduct to park inside 951 Highbury. Includes time frame and rules to be signed by employee. 4. Assign permanent spaces to greatest needs individuals. 5. All other parking spaces will be assigned by seniority to employees that have the medical documentation that requires parking close to the facility. |

October 6th, 2011 CPC -Priority Courier Shift # 3 needs to revisit staffing and times of departure. There is a need to have the part timers stay until 8:00 PM. Proposed moving part timers to 4:00 PM to 8:00 PM or change hours to be 3:00 PM to 8:00 PM CUPW- A study is needed to get a physical picture of what is happening in the area on a nightly basis. CPC – Agreed – Shift # 3 Priority will conduct a two week study on the staffing and arrival of services. To be reviewed at next consultation. December 1, 2011 Adam Cousins to review the area and return with a report on service arrival patterns |

October 6th, 2011 CUPW- Supervisor is informing employees that they are on an attendance tier report. What is a tier report. CPC- Attendance tier report is a reporting tool CPC uses to monitor employees attendance. Will inform Supervisor not to tell employees they are on a tier report. Closed |

October 6th, 2011 CUPW- Ergonomic table at EFM area. As mentioned can we have an ergonomic table installed at the EFM area? We have also heard that the repair table is going to be removed from the floor, if not can we have an ergonomic table replaced there? CPC – Will look into replacing these tables immediately. Will report back to local union on status. |

October 6th, 2011 CUPW- Priority Courier Training – There is no available training for new staff moving into Priority Courier. There was a program in place years ago where a new employee would stay in a job function for a week until they fully understood the role while the rest of the employees continued with their rotation. Then the new employee would move on to the next job function. CPC – Agreed – Steve Lenehan will put this process in place right away. |

October 6th, 2011 CUPW – DD Training HH Training. All DD and HH training is not completed in the London MPP. New employees have not received the training. October 6th, 2011 CUPW- In the current annual leave picks there is no portability of annual leave. Can this be changed?
